During a disaster when local patient movement services are overwhelmed, the US Department of Health and Human Services (HHS) will implement the patient movement system. ASPR TRACIE offers guidance with this process via a fact sheet.

According to the fact sheet, from the Office of the Assistant Secretary for Preparedness and Response (ASPR) Technical Resources, Assistance Center, and Information Exchange (TRACIE), the patient movement system comprises five functions.

These are: patient evacuation (to include patient reception and management), medical regulating, en-route medical care, patient tracking, and re-entry.
